Axis and Allies - The Original Game Alexander Asher's 1941 Scenario

Introduction

I based this setup on Xeno's 1939 World at War boxset. I have play tested it many times and seems to play well as long at the Allies don't forget about Europe.

Special Rules and Adjustments

National ownership of territories, unit prices, unit strength, and unit placement have been setup in a way to both keep the game historic in nature and to balance out game play. The Russian factory in Evenki is a representation of the Soviet move of its factories East in 1941, the carrier in Midway an attempt to duplicate Japan's failure in it's Pearl Harbor attack: to wipe out American carriers. The German Battleships Bismarck and Graf Spee are represented as is the British Prince of Wales in the Indian Ocean and the Dutch fleet in the East Indies. Japanese soldiers attack at 2 representing Banzai attacks, American Rangers and Marines attack at 2 also, but cost more due to their limited supply.

Russia controls Ukraine. Germany controls Fr. West Africa, Italian East Africa, and French Madagascar. US controls Kwangtung, Phillipines, and Wake Island Britain controls East Indies, Borneo, New Guinea, Solomons

Unlimited Factories

Russia: Evenki and Soviet Far East. Karelian and Russian factories removed. This is to reflect the Russian's movement of their factories to the Urals in 41 out of German bombing range and to help ensure the non-aggression pact is honored. Germany: Western Europe. A base here goes without explanantion. It should've been there in the original game. UK: East Canada, India, and Australia. To reflect UK's colonial might. Japan: Manchuria. Korea and Manchuria were vital to the Japanese. US: China. To reflect the potential of Chinese forces.

Strategy Tips:

Russia: Buy lots of cheap infantry (at 2 IPCs it's a steal) and fortify Russia quickly. Since neither Russia nor Karelia have factories, place most new purchases in Evenki where they can be moved into Russia quickly, or purchase a base for Russia on the first or second turn. A few good men in the Soviet Far East is a good defensive counter to the Japanese.

Germany: Easily the most powerful nation at the outset, with considerable land and sea forces, and cheap subs and tanks allow Germany to be within striking distance of any enemy it chooses. Destroying the British fleet at the outset will help ensure victory. Don't forget to use those paratroopers.

England: With a considerable force in the Indian Ocean, Britain will be sorely tempted to engage Japan quickly. Remember Russia will be relying on you to delay the incredibly effective German War machine. Cheap battleships and transports or a carrier reinforced by American fighters could help Britain recover quickly from any intial losses in the Atlantic. Placing the new fleet in Labrador Sea instead of North Sea may further help in fending off a German attack. A fleet transfer from the Indian Ocean to the Mediterranean may also help against the Nazis.

Japan: Japan's starting production of 15 IPCs puts them in desperate need of quick cash. With an infusion of Italian troops into Burma, all of China may fall within the first turn providing Japan with 7 IPCs of desperately needed income and an additional factory. While attacking China don't forget to grab those Pacific islands and to deal harshly with enemy fleets. Eliminating enemy transports will allow Japan to empty Japan of all troops, putting more resources into the Asian mainland, and foil Russian plots to attack Manchuria.

US: Cheap fighters are great for attack and defense on both land and air. Islands, those indestructible aircraft carriers, are great for sortees at the divided Japanese fleet and Bombers from China, Phillipines, or Wake Island can serve multi- purpose roles, attacking Industrial production, Japanese navy, or transporting Paratroopers into neighboring islands, including Japan. Hang on to those carriers! Cheap subs and transports help too.
