• Moscow's income is increased income from 2 to 8
• Russia's starting money is increased to 30.
• The cost of transports is increased to 15.
• Britain starts with a factory in Egypt
• Neutrals are invadeable and defended by 1 infantry
• All 0 values are increased to 1
• Western Allies can't invade neutrals
• Western Allies can't enter Russian controlled areas and must exit such areas as soon as possible.
