In Axis & Allies: Pacific and Iron Blitz, Marines are like infantry except that they cost 5 and attack amiphibiously at 3. In TripleA, they cost 4 and attack amphibiously at 2.
In most TripleA scenarios, they are clearly inferior to artillery, which cost the same, attack at 2 always and buff infantry attacks. I would suggest giving them a base attack of 2.
