House Rules for HongKong

Initial Setup
HongKong starts with only 1 infantry.
NOTE: HongKong starts with only 1 infantry as on December 7 1941 the strength of the Hong Kong Garrison were only about 10,000 men, and the two Canadian battalions were green horns (they were the first units in Canada to see action in WWII) and the others were no better.
Infantry Production in HongKong
India may build 1 infantry per turn in HongKong when HongKong is in British hands. If HongKong falls, the CCP may have 1 guerilla unit built in HongKong.
NOTE: It is known that the HK Government at that time have tens of thousands of rifles, but they refused to use them to arm citizens who were willing to help in the defence of HongKong, and the East River Column. What happened if the HK Government acted differently? So, allow India to build 1 infantry per turn in HongKong, when HongKong is still in British hands. And if HongKong falls, the CCP may have 1 guerilla unit built in HongKong. Use tw252's rules for the guerilla unit.
