Naval Bombard Casualties Return Fire Restricted

This game property determines whether casualties from naval bombardment fire back. In AAR this is false, in all others this is true.

The usage of the property is actually a bug- it SHOULD determine if the capability to return fire is RESTRICTED, but instead it determines if return fire is ALLOWED. Fixing this would cause XML changes to be needed.
